The California Public Utilities Commission (CPUC) has prepared a Draft Environmental Impact Report (DEIR) under the California Environmental Quality Act (CEQA) for consideration of Pacific Gas & Electric Company's (PG&E) application to build and operate the Jefferson Martin 230 kV Transmission Line Project. This Proposed Project would increase transmission capacity between PG&E's Jefferson and Martin Substations, by rebuilding an existing double circuit 60 kV line to a 230/60 kV line. The DEIR details the Proposed Project, evaluates and describes the potential environmental impacts associated with the construction and operation of PG&E's Proposed Project, identifies those impacts that could be significant, and presents mitigation measures, which, if adopted by the CPUC or other responsible agencies, could avoid or minimize these impacts. The DEIR also evaluates alternatives to the Proposed Project, including the No Project Alternative, as required by CEQA. The DEIR was released for public review on July 16, 2003. The 1,000+ page DEIR will be available for review at several area libraries and on the project website, as listed on page two of this notice. Copies of the DEIR on CD (without maps due to PG&E security restrictions) or a separately bound Executive Summary may be requested by phone or fax at (650) 240-1720 or by e-mail at jeffmartin@aspeneg.com. The CPUC also has a limited number of copies of the complete DEIR document available to the public upon request at the above addresses/numbers. Written comments on the Draft EIR must be postmarked or received by fax or e-mail no later than August 28, 2003; please be sure to include your name, address, and telephone number. Blanchard, CPUC In order to help affected communities understand the Proposed Project and the Draft EIR, and to explain how the public can participate in the CPUC's decision-making processes, the CPUC will hold two informational meetings on July 29 and 31, 2003. These informal meetings are an opportunity to speak with the specialists who wrote the Draft EIR and ask questions; the specialists will be available at any of the times listed on the reverse of this sheet, on the dates and at the locations given. While written comments may be submitted during these informal meetings, there will be no facilities to record oral comments. Oral comments must be made at the Public Participation Hearings. The Public Participation Hearings will also be held on the dates listed below to receive oral and written comments from interested parties. CPUC Administrative Law Judge Charlotte TerKeurst will conduct the Public Participation Hearings on the Draft EIR, and comments will be entered into the public record.
