LINE FILL /OPERATIONS
CPUC and ANF issued Notices to Proceed with line fill on February 1, 1999, with line fill commencing on February 2, 1999. Line fill required approximately two weeks. Notices to Proceed with operations were issued by CPUC and ANF on February 16, 1999. Pre-operational adjustments were conducted throughout the later half of the month. Pumping of heated oil from Emidio Pump Station began the last week of February, with hot oil reaching the ANF.
CONSTRUCTION MONITORING
With the completion of Pacific Pipeline in January 1999, construction activities during February were limited to compaction, paving, cleanup, revegetation, fence installation, and painting at limited locations along the right-of-way. Similarly, cleanup, insulation work, and painting were conducted at the Emidio, Grapevine, Lynwood, Wilmington, and El Segundo Stations. Work at the Huntway Refinery extension was also conducted in accordance with approved Variance Request #109.

CONSTRUCTION SCHEDULE
With the completion of Pacific Pipeline in January 1999, remaining construction activities are limited to general right-of-way and yard cleanup (Segment 1), and pavement repairs in Alameda Street (Segment 4), all scheduled for completion in March 1999. In addition, an abandoned casing from Constitution to Pico Canyon (Segment 2) is scheduled to be excavated and slurried in accordance with Los Angeles County requirements during March 1999. Revegetation within the Segment 3 railroad right-of-way is scheduled to occur in April 1999. Minor work items remain at Emidio Pump Station (installation of corrosion coupons), Whitaker Station (extend ladder in vault), Wilmington Station (complete remaining cleanup), and El Segundo Station (install sump access platform). All station work is scheduled to be completed in March 1999.
The pipeline connection to Huntway Refinery is underway and is anticipated to be completed in mid-April. Work for the Edison Pipeline Terminal Company extension has been bid and is scheduled to be completed over the next several months.
PUBLIC ACCESS PROGRAM
Due to the lack of public interest in visiting the MMCRP Walk-In Sites (that was in operation from July 1997 through February 1998), our Student Interns no longer staff the Valley Family Center site in San Fernando, and the Parents of Watts site in Watts on a scheduled basis. However, project documents and PPSI computers remain at the sites for public use, and MMCRP Student Interns available on an as-needed basis (i.e., by appointment). The project information hotline and project newsletter, provide information on how to make an appointment for the Walk-In Sites
During February, no members of the public made appointments to visit the MMCRP Walk-In sites in San Fernando and Watts.
The hotline message and project web site continue to be updated as the project progresses. During February, no messages were left on the hotline, and the web site received 80 hits.
Environmental Justice: As of February, PPSI is in compliance with all construction-related aspects of the mitigation measures applicable to minority populations and low-income populations. These measures include: ML-1 (Community Outreach and Communications Program), ML-2 (Community Partnership Program), ML-3 (Local Community and MBE Hiring Program), and ML-6 (implementation of the BIMP).
