Southern California Edison Company's Riverway Substation Project

Welcome to the California Public Utilities Commission (CPUC) website for the California Southern California Edison's (SCE) proposed Riverway Substation Project (Riverway Substation). An application for this project was submitted to the CPUC on June 1, 2006 (A.06-06-004). This site provides access to public documents and information relevant to the CEQA review process.

Background

SCE has filed an application with the CPUC to build a new 1.7-acre 66/12 kV low-profile substation with two 28 MVA transformers and six 12 kV distribution lines. The project would include approximately 1,200 feet of underground 66 kV subtransmission lines, as well as new fiber optic cable and communication equipment to connect the substation to SCE's existing telecommunication system. The substation site is located north of Riggin Avenue and east of Mooney Boulevard (which is being extended north of Riggin Avenue) in the City of Visalia.

SCE has stated that the project is necessary to maintain safe and reliable service and meet projected electrical load requirements in the City of Visalia and northern Tulare County. The substation would be constructed to accommodate future capacity increases beyond 2010, as required.

Proponent's Environmental Assessment (PEA)

SCE filed a PEA with the Application in June 2006. This document provided a starting point for the environmental review process conducted by the CPUC.

Environmental Review Process

On May 31, 2007, the CPUC released a Notice of Intent to Adopt a Mitigated Negative Declaration (MND) for the Riverway Substation Project, showing that the Proposed Project, as mitigated, would not have any significant effects on the environment.

Public comments on the MND are being accepted for 30 days until June 30, 2007.

In addition to the electronic version at the link above, the MND may also be reviewed at the Tulare County Library (200 West Oak Avenue, Visalia) and the CPUC at 505 Van Ness Avenue, San Francisco.

Next Steps. Following incorporation of responses to public comments, the CPUC will release a Final MND. After that, the CPUC will issue a Decision on the Proposed Project as part of the proceeding on A.06-06-004, which will be announced and published concurrent with a scheduled CPUC meeting.
