Welcome to the California Public Utilities Commission (CPUC) Mitigation Monitoring, Compliance and Reporting Program website for the San Diego Gas & Electric (SDG&E) Master Special Use Permit (MSUP) and Permit to Construct (PTC) Power Line Replacement Projects located in and around the Cleveland National Forest (CNF) in San Diego County, California.

Pursuant to the CPUC approval of the Project, SDG&E is required to implement the Applicant Proposed Measures (APMs) and mitigation measures identified in the Final Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) and the Mitigation Monitoring, Reporting, and Compliance Program (MMRCP). The CPUC, as a lead agency under CEQA, is responsible for ensuring that the APMs and mitigation measures, as well as plans reviewed and approved by other agencies, are implemented throughout the construction phase of the Project. Mitigation Monitoring, Compliance and Reporting Program


The program’s goal is to ensure compliance with CPUC’s adopted mitigation. The CPUC, in conjunction with SDG&E, drafted a Mitigation Monitoring Compliance and Reporting Program (MMCRP) to ensure compliance with mitigation measures approved in the Final EIR/EIS. A NTP is issued contingent upon SDG&E’s compliance with pre-construction requirements as specified by the approved mitigation measures and responsible agency permitting requirements. A link to the approved pre-construction documentation is provided below.

Minor Project Refinement Requests


The Commission decision approving the permit to construct authorizes Energy Division staff to approve requests by SDG&E for minor project refinements. The decision states that the Energy Division may approve requests by San Diego Gas & Electric Company for minor project refinements that may be necessary due to final engineering of the Power Line Replacement Projects so long as such minor project refinements are located within the geographic boundary of the study area of the Environmental Impact Report and do not, without mitigation, result in a new significant impact or a substantial increase in the severity of a previously identified significant impact based on the criteria used in the environmental document; conflict with any mitigation measure or applicable law or policy; or trigger an additional permit requirement. San Diego Gas & Electric Company shall seek any other project refinements by a petition to modify this decision.
