review of Pacific Gas and Electric Company’s (PG&E’s) Egbert Switching Station
Project (proposed project). PG&E submitted an application for this project to
the CPUC on December 28, 2017 (Application A.17-12-021) accompanied by the
Proponent’s Environmental Assessment (PEA). CPUC voted to grant PG&E a certificate of public convenience and necessity (CPCN) authorizing the construction the proposed project on June 25, 2020 (Decision D.20-06-037). This

PG&E’s Egbert Switching Station Project proposes to improve reliability of electric service to its customers in San Francisco. The applicant’s objectives for the proposed project are:
Project DescriptionThe proposed project is located in the City and County of San Francisco, the City of Daly City, and the City of Brisbane (see the Project Vicinity Map). The project proposes the construction of a new 230 kV switching station (Egbert Switching Station) in San Francisco. PG&E would construct, operate, and maintain the new 230 kilovolt (kV) switching station. The proposed project will reroute two existing underground 230 kV transmission lines currently connected to the existing Martin Substation and connect them to the proposed Egbert Switching Station. Specifically, the existing Martin-Embarcadero line will be looped into the proposed Egbert Switching Station, creating a Martin-Egbert line and an Egbert-Embarcadero line, and the existing Jefferson-Martin line will be rerouted and extended to the proposed Egbert Switching Station, creating a Jefferson-Egbert line (see the Project Location Map). Rerouting the existing underground 230 kV lines will require constructing approximately 3.9 miles of new underground transmission line installed mainly in paved areas, with approximately 420 feet to be installed by trenchless technology under U.S. Highway 101. Application Review, Data Requests, and ResponsesThe CPUC conducted a completeness review of the PEA to identify additional data needs from the applicant to complete the environmental review. Based on this review, PG&E’s application was deemed complete on September 24, 2018.
Public ParticipationScopingOn November 16, 2018, the CPUC published a Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the Egbert Switching Station (Martin Substation Extension) Project (A.17-12-021). The NOP had a public review period (30-days) from November 16, 2018 to December 17, 2018. All scoping comments were due by December 17, 2018.
Public Scoping MeetingIn order to provide the public and regulatory agencies with an opportunity to learn more about the project and to comment on the scope and content of the environmental information to be included in the Draft EIR, the CPUC held a public meeting at the DoubleTree by Hilton in Brisbane on December 3, 2018 from 5:30 p.m. to 7:30 p.m. Below please find the presentation that was presented at the meeting. Draft Environmental Impact ReportThe Draft EIR was released for public review on September 30, 2019, for a 45-day public review period, ending November 14, 2019. Click on the links below for the Notice of Availability, Draft EIR, and the Draft EIR appendices.
As outlined in the Notice of Availability, all comments on the Draft were due no later than November 14, 2019, 5:00 PM. Hard copies of the Draft and Final EIR are available at the following libraries.
Commission DecisionThe CPUC voted on June 25, 2020 to grant PG&E a certificate of public convenience and necessity (CPCN) authorizing the construction of the Egbert Switching Station Project with the environmentally superior project alternative and all mitigation measures identified in the final Environmental Impact Report for this project.
