Back to Lassen Substation Project Main Page Welcome to the California Public Utilities Commission (CPUC) Mitigation Monitoring, Compliance and Reporting Program website for the PacifiCorp Lassen Substation Project (proposed project) located in the City of Shasta, California. Pursuant to the CPUC approval of the Project, PacifiCorp is required to implement the Applicant Proposed Measures (APMs) and mitigation measures identified in Final Mitigated Negative Declaration (MND) and the Mitigation Monitoring, Reporting, and Compliance Program (MMRCP). The CPUC, as a lead agency under CEQA, is responsible for ensuring that the APMs and mitigation measures, as well as plans reviewed and approved by other agencies, are implemented throughout the construction phase of the Project. Below are project documents related to mitigation monitoring that are available for public review. The CPUC, in conjunction with PacifiCorp, drafted a Mitigation Monitoring Compliance and Reporting Program (MMCRP) to ensure compliance with mitigation measures approved in the Final MND. Click on link below to view a complete copy of the MMCRP. MMCRPNotice to Proceed (NTP)A NTP is issued contingent upon PacifiCorp’s, compliance with pre-construction requirements as specified by the approved mitigation measures and responsible agency permitting requirements. A link to the approved pre-construction documentation is provided below. Pre-Construction Documentation
Environmental Monitoring ReportsA CPUC Environmental Monitor (EM) is monitoring construction activities to ensure that they are conducted in accordance with the approved mitigation measures and permit conditions. Reports documenting construction status and compliance activities will be provided when available.
Minor Project Refinement RequestsThe Commission decision approving the permit to construct authorizes Energy Division staff to approve requests by PacifiCorp for minor project refinements. The decision states that the Energy Division may approve requests PacifiCorp for minor project refinements that may be necessary due to final engineering of the Project so long as such minor project refinements are located within the geographic boundary of the study area of the MND and do not, without mitigation, result in a new significant impact or a substantial increase in the severity of a previously identified significant impact based on the criteria used in the environmental document; conflict with any mitigation measure or applicable law or policy; or trigger an additional permit requirement. PacifiCorp shall seek any other project refinements by a petition to modify this decision. PacifiCorp’s Minor Project Refinement Requests will be made available below when submitted to the CPUC.
For Additional InformationThe CPUC, through its Environmental Review Team, is conducting an environmental review of the project. To request additional information or to be added to the mailing list, please contact us by email, fax, or phone, as follows:
