Welcome to the California Public Utilities Commission (CPUC) website for the environmental review of proposed construction of the San Diego Gas & Electric (SDG&E) Mira Sorrento Distribution Substation Project (proposed project) located in the northwestern portion of the City of San Diego, California. SDG&E submitted an application for this project to the CPUC on October 14, 2011 (Application A.11-10-015 ) and the project was approved by the CPUC on December 27, 2012, in Decision D.12-12-017. The proposed project is subject to review under the California Environmental Quality Act (CEQA). This site provides access to public documents and information relevant to the CEQA review process.

Background

SDG&E filed an application for a Permit to Construct the Mira Sorrento Distribution Substation Project with CPUC. The CPUC, as lead agency under California law, will prepare a mitigated negative declaration (MND) to comply with CEQA.

SDG&E is proposing to construct a new 120-megavolt ampere (MVA), 69-/12-kilovolt (kV) distribution substation with the loop-in of an existing 69 kV electrical transmission line (TL665). The proposed 1.4-acre substation would be situated on a 3.7-acre parcel with a 10-foot-high screening wall that would enclose the substation area.

The proposed substation at full buildout is planned to have 120 MVA capacity with four 30 MVA transformer banks; four 69 kV tie lines; sixteen 12 kV circuits; four 12 kV capacitors and four bays of standard steel rack approximately 30 feet tall of 69 kV bus and 69 kV transformer; and one 40-foot-long x 20-foot-wide masonry block control shelter. In addition, on the northeast side of the substation site, two tiered retaining walls would be constructed that would be approximately 32 and 20 feet in height. Access to the substation will be via two 30-foot-wide driveways from Mira Sorrento Place to the west of the substation.

Power would be supplied to the new substation by an existing SDG&E 69 kV transmission line (TL665) that would require installation of underground transmission facilities into the substation site. Initially, six 12 kV underground distribution circuits would be installed and would be routed to Mira Sorrento Place to tie into the existing underground system serving the area.

Project construction is expected to require approximately 18 to 24 months to complete.

SDG&E is proposing to construct the Mira Sorrento Distribution Substation in the vicinity of Vista Sorrento Parkway and Mira Mesa Boulevard in the Sorrento Mesa area within the Mira Mesa Community Plan area of the City of San Diego, California. The proposed project site is situated approximately 9 miles north of Downtown San Diego (see Regional Map and Project Vicinity Map).

Environmental Documents

Final IS/MND Publication

On September 13, 2012, the CPUC prepared a Final Mitigated Negative Declaration (Final MND) under CEQA for consideration of the Mira Sorrento Distribution Substation Project. The information in the Final MND describes the Proposed Project and potential environmental impacts, identifies those impacts that could be significant, and presents mitigation measures to avoid or minimize potentially significant impacts.

The Final IS/MND incorporates all comments received during the public review period for the Draft IS/MND. The responses to comments are provided in Attachment 1 of the Final IS/MND. Revisions to the Draft IS/MND are shown in strikethrough/underline in the Final IS/MND. No substantial changes to the environmental document analyses or conclusions resulted from evaluation of the comments received during the public review period. No substantial revisions that would merit recirculation as defined by 15073.5(b) of Title 14 of CEQA were made to the project or analyses after public comment.

Draft Initial Study/Mitigated Negative Declaration (IS/MND) Publication

The Draft MND was released for public review on June 13, 2012, for a 30-day public review period ending July 13, 2012. The Notice of Intent (NOI) to Adopt an MND for the Mira Sorrento Substation Project is available here. To ensure that comments will be considered, the California Public Utilities Commission (CPUC) must receive written comments on the Draft MND by the close of the public review period (July 13, 2012).

Commission Decision
