Background
SDG&E filed an application for a Permit to Construct the TL 6931
Fire Hardening / Wind Interconnect Project with the CPUC. The
CPUC is the CEQA lead agency for this project. The project
proposes to fire harden 5.2 miles of the existing 69 kilovolt
(kV) wood pole power line (TL 6931) as well as provide a new 138
kV generation interconnection circuit to Boulevard East
Substation. The project is needed to fire harden existing
facilities in a high fire risk area of eastern San Diego County.
As proposed by SDG&E, the project would fire harden the existing
system by replacing the existing 69 kV wood pole structures with
steel poles that include 138 kV class insulators and vertical
spacing. The proposed project would also provide the
interconnection facilities for the Shu’luuk Wind Project
proposed on the Campo Indian Reservation, if approved. If not
approved, this project would allow a vacant position for the
addition of a second circuit when needed in the future. The
environmental review for the Shu’luuk Wind Project is in process
and is being conducted by the Bureau of Indian Affairs (see

The proposed project is located south of I-8 and Old Highway 80
and traverses the Live Oak Springs and the Boulevard community
areas in southeast San Diego County, California, approximately
10 miles north of the United States-Mexico border, 15 miles west
of the Imperial County border, and 50 miles east of downtown San
Diego. The location of
