Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of San Diego Gas and Electric Company’s (SDG&E’s) proposed Sycamore-Peñasquitos 230 Kilovolt Transmission Line Project (Project). SDG&E submitted an application to the CPUC for a Certificate of Public Convenience and Necessity (CPCN) for this project on April 7, 2014. This site provides access to public documents and information relevant to the CEQA environmental review process. is a
regulated public utility that provides electric service to three
million customers within a 4,100 square mile service area, covering
parts of two counties and 25 cities in the San Diego area. In an effort
to increase the efficiency and supply of renewable generated power to
the California Independent System Operator (CAISO) grid, CAISO has
identified a policy-driven need for a new 230
kV transmission line to connect the existing SDG&E Sycamore
Canyon
and Peñasquitos Substations. In response to the CAISO Request for
Proposal (RFP) for this new 230 kV transmission line, SDG&E
proposes to construct and operate a new, approximately 16.7-mile 230 kV
transmission line (TL 230XX1) between the existing SDG&E
Sycamore
Canyon and Peñasquitos Substations. The Project would
also include the consolidation of two existing 69 kV power lines onto
new double-circuit, steel structures that would replace existing,
predominantly wood structures. All new transmission line facilities
would be located within existing SDG&E ROW or within franchise
position within existing public roadways.
Project DescriptionThe Project would include the following primary components:
Proponent's Environmental Assessment (PEA)SDG&E filed an application (A.14-04-011) for a CPCN and Proponent's Environmental Assessment for the Project on April 7, 2014. The PEA is a starting point for the independent environmental review process conducted by the CPUC. The application can be viewed here: Application (2.5 MB) The PEA can be viewed here: PEA (32.9 MB) PEA Appendices (167.2 MB) Environmental ReviewDraft Environmental Impact ReportThe CPUC has determined that an Environmental Impact Report (EIR) appears to be the appropriate CEQA document to prepare for the Project. The Draft EIR is currently under preparation. For Additional InformationAdditional information will be posted at this site as it becomes publically available. The CPUC, through its Environmental Review Team, is conducting an environmental review of the project.
