Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of the proposed construction of the Sacramento Natural Gas Storage Project. An application for this project was submitted to the CPUC on April 9, 2007 (Application A.07-04-013). This site provides access to public documents and information relevant to the CEQA review.
Background Sacramento Natural Gas Storage, LLC (SNGS) has filed an application with the CPUC to construct the Sacramento Natural Gas Storage Project within the City of Sacramento. The CPUC is the CEQA lead agency. A Proponent’s Environmental Assessment was filed with the CPUC on April 9, 2007 The SNGS project, as proposed by the applicant, consists of the operation of a natural gas storage facility, which would require the construction of four project components, as follows:
The project would provide natural gas storage by injecting natural gas into the Florin Gas Field, a depleted natural gas reservoir located approximately 3,800 feet underground. Natural gas would then be withdrawn according to the needs of its customers. SNGS proposes to initially inject up to 8 billion cubic feet (Bcf) of natural gas into the Florin Gas Field. The proposed project would be located mainly in the southeast portion of the City of Sacramento with metering equipment and an interconnection in the Yolo County and the City of West Sacramento. CPUC Application ReviewThe CPUC is responsible for the review and approval of any natural gas storage facility in California. In proposals such as this, the CPUC has a two-part review process to evaluate economic and environmental impacts. The CPUC conducts a legal proceeding before an administrative law judge to examine the economic and public utility issues, including impacts to utility ratepayers. At the same time, the CPUC conducts an environmental review consistent with CEQA. The ultimate result of the two reviews is a decision by the Commission whether to grant a Certificate of Public Convenience and Necessity for the project.
