625 and 650 Line Upgrade Project

Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of proposed construction of Sierra Pacific Power Company (SPPC) 625 and 650 Line Upgrade Project. An application for this project was submitted to the CPUC on August, 31, 2010 (Application A.10-08-024).

Background

SPPC has filed an application with the CPUC to construct the 625 and 650 Line Upgrade Project.

The project is being proposed in order to meet the following objectives:

  1. Provide reliable capacity during single-contingency outages.
  2. To provide additional normal capacity for projected future loads in the north Lake Tahoe area.
  3. To reduce dependence on the Kings Beach Diesel Generation Station.
  4. To reduce fire hazards and outage durations associated with old wooden poles and encroaching vegetation.
  5. To provide reliable access to the 625 Line for operation and maintenance activities.

The 625 and 650 Line Upgrade Project, as proposed by Sierra Pacific Power Company, includes the following six major project components:

  1. The existing 60-kV 625 Line will be removed. It is comprised of approximately 15 miles of existing conductor and 341 wooden poles.
  2. A new 120-kV625 Line will be constructed and will be comprised of approximately 300 steel poles and 16 miles of new 397.5 MCM AA conductor within a new 40-foot-wide permanent ROW.
  3. The existing 60-kV 650 Line will be rebuilt to operate at 120 kV, which will involve the replacement of approximately 225 wood poles with steel poles and 21 span guy poles, as well as the installation of approximately 10 miles of new 397.5 MCM AA conductor.
  4. The existing 60-kV Northstar Tap will be rebuilt into a fold which will allow for service to be maintained at a substation in the event of an interruption in service on either side of the transmission line feeding it. This will require the replacement of approximately 14 wood poles with steel poles and 0.5 mile of 397.5 MCM AA conductor in order to operate it at 120 kV.
  5. An approximately 1.6-mile-long portion of the existing 120-kV 132 Line will be rebuilt to accommodate a double-circuit configuration with the 650 Line, which will require the replacement of approximately 30 existing wood poles with steel poles and reconductoring as needed with 397.5 MCM AA conductor.
  6. Six substations and switching stations will be upgraded, modified, and/or decommissioned.
