Introduction
Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of proposed construction of SCE’s Valley-Ivyglen Subtransmission Line and Fogarty substation (Valley-Ivyglen) Project. In June 2007, the CPUC consolidated the Valley-Ivyglen 115 kV Subtransmission Line Project (Application No. A.07-01-031, filed January 16, 2007) and the Fogarty 115 kV (Application No. A.07-04-028, filed April 30, 2007) into a single proceeding for CEQA analysis. In June 2009, the CPUC, as lead agency under CEQA, released a Draft Environmental Impact Report (EIR). The Final EIR was released by the CPUC in May 2010. On August 12, 2010, the CPUC issued Decision 10-08-009 granting SCE a Permit to Construct.
Construction of Fogarty Substation was completed in 2012, but construction of the Valley-Ivyglen Subtransmission Line has not yet commenced. On March 29, 2013, SCE filed a Petition for Modification (PFM) (4 MB) and Project Modification Report (PMR) (27 MB) for the Valley-Ivyglen Project.
Background
The Valley-Ivyglen Project would include construction, operation, and maintenance of a new 115 kV subtransmission line, approximately 25 miles long, to connect the existing SCE Valley and Ivyglen substations. The line would traverse unincorporated Riverside County and the cities of Perris and Lake Elsinore, California. A new 115/12 kV Fogarty Substation within the City of Lake Elsinore was also constructed as part of the project (construction completed in 2012). The Valley-Ivyglen Project would also include constructing improvements at the Valley and Ivyglen substations to accommodate the proposed subtransmission line, tie-ins between the new Fogarty substation and existing subtransmission and telecommunications lines, installation of a new telecommunications line between Valley and Ivyglen substations, transfer of distribution facilities, and stockpiling and/or disposal of old electrical distribution line poles.

Environmental Impact Report (EIR) and the Environmental Review Process
Draft EIR
The CPUC released the Draft EIR for the proposed project on June 15, 2009. The public comment period for this document concluded on July 30, 2009.
Final EIR
The CPUC released the Final EIR for the proposed project on May 25, 2010.
Petition for Modification and Project Modification Report
SCE’s proposed modifications to the Valley-Ivyglen Project include:
- Design modifications to the Valley-Ivyglen 115-kV Subtransmission Line components and alignment
- Modifications to how the Valley-Ivyglen 115-kV Subtransmission Line would be constructed
- Modifications to the Fogarty substation
- Modifications to the telecommunication components
SCE states that the proposed modifications are necessary based on the results of final engineering and additional efforts to avoid impacts to sensitive resources. The CPUC will review the PFM and PMR to determine the type of EIR appropriate to analyze the potential impacts of the proposed changes in accordance to section 15162 through 15164 of the CEQA Guidelines.
