Introduction

Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of proposed construction of the North-South Natural Gas Pipeline Project (North-South Project). On March 13, 2015, Southern California Gas Company and San Diego Gas & Electric (the applicant) filed an application [Application No. 13-12-013] for Authority to recover North-South Project revenue requirement in customer rates and for approval of related cost allocation and rate design proposals. Their rate recovery application for the North-South Project includes expansion of the Adelanto Compressor Station, construction of about 63 miles of 36-inch natural gas pipeline, and modification of pressure limiting devices in Moreno, Shaver Summit, and Desert Center.

In accordance with CEQA, the CPUC, as the Lead Agency, is preparing an Environmental Impact Report to evaluate the Proposed Project. The North-South Project would connect Adelanto to Moreno Valley, crossing land under the administration of the United States Forest Service (USFS). In accordance with the Mineral Leasing Act, the USFS will act at the lead agency for environmental review pursuant to the National Environmental Policy Act (NEPA).This site provides access to public documents and information relevant to the CEQA/NEPA review process.
