Introduction

A. California Environmental Quality Act (CEQA) Process

On October 13, 1998, the California Public Utilities Commission (CPUC) released a Mitigated Negative Declaration/Initial Study to Parties of Record in A.97-12-039, including the Cities of San Diego, Carlsbad, Chula Vista, National City, and the County of San Diego. Also, in addition to the parties listed on pages 6.3 through 6.7 of the Initial Study, all property owners and occupants of all structures adjacent to each power plant were notified. The 30-day review and comment period on the Mitigated Negative Declaration/Initial Study closed on November 12, 1998.

This document responds to comments on the Initial Study and, along with the Mitigated Negative Declaration, will be considered for adoption by the CPUC. This document consists of:

· A list of persons, organizations, and public agencies commenting on the Mitigated Negative Declaration/Initial Study;

· Comment letters on the Mitigated Negative Declaration/Initial Study received within the noticed public review period;

· The responses of the lead agency to all substantive comments made on the Mitigated Negative Declaration/Initial Study during the review process; and

· Text changes.

The Initial Study to support the Mitigated Negative Declaration consists of the Initial Study as published on October 13, 1998 and this Response to Comments document.

B. Method of Organization

Section II of this document contains a list of all persons, organizations, and public agencies that submitted written comments on the Mitigated Negative Declaration/Initial Study during the public review and comment period.

Section III contains copies of all written comments received. Each comment has been labeled with an identification number for reference to its response. Immediately following each comment letter are the responses to the written comments.

Section IV contains all text changes and errata to the Mitigated Negative Declaration/Initial Study, reflecting necessary additions and corrections that address public comments and other independent staff-initiated minor corrections to the document.
