Edison, Lucerne Valley Power Line

Southern California Edison (Edison) proposes the construction of a transmission line and substation project located in the southwestern section of San Bernardino County.   The project’s area covers land managed by the San Bernardino National Forest and the U.S. Bureau of Land Management.   The project extends from Lucerne Valley southward to Baldwin Lake and Bear Valley. 

There are three components to the project: (1) the upgrade of an existing Edison line (33 kV Cushenberry) to a 115 kV line that will extend approximately 6.5 miles along State Highway 18.  The upgrade begins from the existing Cottonwood Substation and ends at a new Bear Valley Substation; (2) construct the new Bear Valley Substation at the existing Gold Hill Substation site, located south of the Big Bear Sanitary Landfill; (3) construct three 33 kV transmission lines from the Gold Hill Substation to Bear Valley Electric System’s (BVES) existing 33 kV system. The three 33 kV lines will be undergrounded from Bear Valley Substation to the North Baldwin Lake Ecological Reserve where they will transition to a double-circuit overhead line (although only a single circuit is proposed at this time).  The line will cross the Gold Mountain for 2.3 miles and end at BVES’ existing electrical system.   The new 33 kV lines will be constructed and operated by BVES. 

Edison filed its application and Proponent’s Environmental Assessment (PEA) for a Permit-to-Construct under GO 131-D in June 1996.   The Commission and the U.S. Forest Service are co-Lead Agencies to produce a combined EIR/EIS for the project.  The EIR/EIS is in a draft stage at this time.
