Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of San Diego Gas & Electric Company's (SDG&E’s) proposed Tie-Line (TL) 695 and TL 6971 Reconductor Project (proposed project) in northern San Diego County and southern Orange County, California. SDG&E submitted an application to the CPUC for a Permit to Construct (PTC) the proposed project and filed the Proponent's Environmental Assessment (PEA) on April 25, 2016. The proposed project is subject to review under CEQA. The CPUC is the CEQA Lead Agency. is a regulated public
utility that provides electric service to San Diego County and southern
Orange
County, California. SDG&E proposes to reinforce the electric
transmission
system in southern Orange County and MCB Camp Pendleton by replacing
the conductor (electrical wire)
on a 10.23-mile-long section of TL 695 and TL 6971 between the Talega,
Japanese
Mesa, and Basilone Substations. The proposed project would involve
reconductoring segments of TL 695 and TL 6971, replacing existing wood
pole
structures with new steel pole structures, and installing a new
underground
power line. The
proposed project is subject to
CEQA review because the CPUC has been presented with a discretionary
action to
approve or deny SDG&E’s PTC application. Before making a
decision about
SDG&E’s application, the CPUC is required to analyze potential
environmental impacts associated with the project and present the
findings in
an environmental document for public review and comment. Project OverviewThe
proposed project would be
located primarily on federal military lands in the western portion of
MCB Camp
Pendleton with a small portion located in the City of San Clemente. The
proposed project would consist of the following segments:
Application and Proponent's Environmental AssessmentSDG&E filed the Application for a PTC (A.16-04-022) and the PEA for the project on April 25, 2016. The PEA is a starting point of the independent environmental review process conducted by the CPUC. The application for the Permit to Construct (PTC) can be viewed here. The PEA can be viewed here. Deficiencies, Data Requests, and ResponsesThe CPUC Environmental Review Team submitted data requests to the applicant for specific information to support the environmental review process.
