Welcome
to the California Public Utilities Commission
(CPUC) website for the California Environmental Quality Act (CEQA)
review of San Diego Gas & Electric Company's (SDG&E’s)
proposed Tie-Line (TL) 695 and TL 6971 Reconductor Project (proposed
project) in northern
San Diego County and southern Orange County, California.
SDG&E
submitted an application
to the CPUC
for a Permit to Construct (PTC) the proposed project and filed the
Proponent's
Environmental Assessment (PEA)
on April 25, 2016. The
proposed project is subject to review under CEQA. The CPUC is
the CEQA
Lead Agency. A
Mitigated Negative Declaration was prepared by the CPUC that
evaluated potential environmental impacts associated with this Project.
The CPUC voted on March 22, 2018 to approve the project (see
Decision 18-03-019) and a Notice
of Determination was
submitted to the State Clearinghouse.

Mitigation Monitoring, Compliance, and Reporting Program
A Mitigation Monitoring, Compliance, and Reporting Program (MMCRP) was
prepared by the CPUC to ensure compliance with applicant proposed
measures and mitigation measures approved in the Final IS/MND. The
MMCRP provides guidelines and standardizes procedures for environmental
compliance during project implementation. The procedures define the
reporting relationships, roles and responsibilities of the
project's environmental compliance team members, compliance reporting
procedures, and communication protocol. The final MMCRP is
available below.

IS/MND:
On
May 1, 2017, the CPUC
released a Notice of Intent (NOI) to Adopt a Mitigated Negative
Declaration for the TL 695 and TL
6971 Reconductor Project, showing that the proposed project, as
mitigated, would not have any significant effects on the environment.
The
Draft Initial Study/Mitigated Negative Declaration (IS/MND) was
circulated for a 30-day public review period. The comment period closed
on May 31, 2017. The public was invited to submit
comments and
concerns regarding the proposed project and the adequacy of the Draft
