Richmond Marine Link Pipeline (Wickland Oil)/PG&E Sale of Fuel Oil PipelineApplication #96-05-005/95-07-023Project Manager: Moises Chavez, (415) 703-1851, e-mail: mcv@cpuc.ca.gov Currently before the Commission are two applications that were filed by Pacific Gas and Electric (PG&E) and Wickland Pipelines LLC associated with the sale and acquisition of the Richmond Marine Pipeline and Hercules Pump Station. These two applications have been consolidated into a single proceeding. Below is a more detailed description of each application: Application (A.) 95-07-023: PG&Es Application for authorization to sell the Richmond Pipeline and Hercules Pump Station to Wickland Oil Martinez, L.P. pursuant to Public Utilities Code Section 851. The Richmond Marine Pipeline extends approximately 35-miles from Chevrons Richmond Refinery to PG&Es Delta power plant located in Pittsburg, California. LLC requests, among other things, approval to acquire and operate the Richmond
Pipeline and the Hercules Pump Station. Wickland LLC also proposes
to construct:
These facilities would be operated by Wickland LLC as the "Richmond
Marine-Link Pipeline System." The proposed construction of the Richmond
Marine-Link Pipeline System is subject to environmental review as required
by the California Environmental Quality Act (CEQA). The Commission
is not the state lead agency in charge of conducting the environmental
review. The state lead agency is Contra Costa County which is currently
preparing an Environmental Impact Report (EIR) for this project in conjunction
with the preparation of an Environmental Impact Statement (EIS) for the
San Francisco Bay to Stockton Phase III (John F. Baldwin) Navigation Channel
Project that is being prepared by the U.S. Corps of Engineers, San Francisco
District. Questions concerning the EIR for the Richmond Marine-Link
Pipeline System should be directed to Contra Costa County.
