Coordinating Commissioner Ruling
                                
                                
     Due to the interest of all Commissioners in this proceeding, we are
changing from our usual practice of exercising management of a proceeding 
through assigned Commisioners.  All Commissioners are assigned, and I will 
exercise only the role of coordinating the individual Commissioner's 
procedural preferences. 
     Pursuant to the announcement that I made at our meeting of July 7th, I
hereby provide notice of the time and place of two full panel hearings 
with respect to Electric Restructuring: August 14 in San Francisco 
and August 21st in Los Angeles.  Both hearings will begin at 9:30 A.M.  
Agendas for each of these hearings will be announced in 
subsequent Coordinating Commissioner Rulings.
