Wiggins and Plumley urged the Commission to support Alternative 4 rather than Alternative 5 in deciding how to split the 818 number plan area. Plumley stated that Glendale, like Burbank, has a primary community interest with the San Fernando Valley, rather than the San Gabriel Valley. Stevens stated that an article from the L.A. times illustrates how entertainment companies based in Burbank and Glendale are considered to be part of the San Fernando Valley, just as are entertainment companies located to the west of Burbank. Wiggins stated that the entertainment industry in the San Fernando Valley spans the borders between Burbank and communities to the west. Plumley stated that Glendale, like Burbank, has a primary community interest with the San Fernando Valley, not the San Gabriel Valley. On November 20, 1996, Phyllis Huckabee, Director of State Regulatory Relations for Southern California Gas Company (SoCalGas), met with James Boothe, advisor to Cmmr. Fessler, in San Francisco. Huckabee stated that the proposed decision on SoCalGas' motion for clarification indicates that any gains or losses on a sale attributable to ratepayers should be reflected in the company's one-way low-emission vehicle (LEV) balancing account. Huckabee stated that the proposed decision set up specific sub-accounts and that it is unclear where the gains or losses would be booked. Huckabee pointed out that this raises uncertainties about how the gains or losses would affect approved funding levels in the various LEV sub-accounts. Huckabee requested that the proposed decision specify a sub-account for recording station gains or losses, the amount of which will be unknown until the stations are sold.
