Conlon. The JR sponsors stated that the gas accord settlement agreement proposed by Pacific Gas and Electric Company (PG&E) was fundamentally flawed and should be rejected by the Commission. The JR sponsors stated that the proposed roll-in of Line 401 capacity would violate well established Commission policy and relieve PG&E of responsibility for the pipeline, while taking from PG&E's customers the economic value of Line 400. The JR sponsors explained that rather than simply opposing the gas accord, they had offered the joint recommendation as a positive alternative that would solve many of the current problems in the marketplace, increase competition, and benefit consumers. The JR sponsors stated that they are willing to discuss their differences with PG&E, but that they did not believe such discussions would be fruitful until the Commission signaled to PG&E that it was dissatisfied with the proposed gas accord market structure.
