Jerry Miller said that currently core aggregators pay for an assigned interstate capacity, regardless of whether they use the capacity, and that PG&E does not offer interstate capacity as a service, expectating the aggregators to be free to choose lower cost options. Jerry Miller explained that a core transport rate credit of 9.5 cents per decatherm will be provided to core transport agents until 1/1/98, and will be funded by PG&E shareholders. Sabrina Miller stated that PG&E intends to amend the applications to address how credit core transport customers, and how the core transport rate credit will be provided to core transport agents. Jerry Miller stated that these applications do not preclude the Commission from pursuing its goal to eliminate the distinction between noncore and core customers via the plan for the gas industry. Jerry Miller stated that the gas procurement rate will be based on the forecasted monthly cost of gas, with adjustments made via a true-up mechanism. On February 11, 1997, Richard Purkey, Director, State Regulatory/West for Sprint Communications Company (Sprint), sent, by way of facsimile, to Jose Jimenez, advisor to Cmmr. Conlon, a letter (attached to the notice), reporting on negotiations between Sprint and GTE California Incorporated (GTE) of outstanding issues in an arbitrated interconnection agreement. The letter provided a report on the 2/7/97 and 2/10/97 negotiations. Purkey stated that Sprint and GTE have not reached agreement on a contract. Purkey reported that Sprint proposed modifications to the AT&T-GTE contract to more closely conform to the operating business practices of GTE and Sprint. Van Lierop urged the Commission to continue the progress made in the 1993 biannual cost allocation proceeding (BCAP) to de-average core rates and end cross-subsidies and to focus residential rate design on economic efficiency. Van Lierop stated that the changes to LRMC methodology conflict with the stability provided for in SoCalGas' global settlement. Lorenz stated that, if the proposed decision is adopted, noncore customers will pay more than they did prior to unbundling. Huckabee stated that these concerns are consistent with the focus of SB 960 as far as deciding issues n quasi-legislative proceedings and implementing, not reconsidering, those policies in ratesetting proceedings. Huckabee stated that SoCalGas expects its next BCAP to fall under the ratesetting categorization under the SB 960 rules. Lierop stated that, in light of the new regulatory framework, the precise role of the 1998 BCAP should not be decided until after a final performance based ratemaking decision is rendered. Karp argued that cogenerators should not be required to disclose the terms of negotiated contracts, as they have no valid regulatory purpose in obtaining such information. Gueldner indicated that PacBell's year end rate of return is expected to be about 10.5%, which is well below the sharing threshold of 11.5%. Gueldner stated that it is very important for PacBell's financial viability to recover the revenue associated with the implementation rate design (IRD) elasticity. Gueldner urged the Commission to approve the alternate IRD decision. Gueldner also noted the potential of a residential price increase from correcting IRD and stated that PacBell's planned application to reduce prices to reflect the recent universal service decision will off set any IRD residence price increase. Gueldner stated that PacBell plans to reduce prices by about $305 million primarily through toll price reductions. Gueldner described the significant local competition implementation cost that PacBell incurred in 1996. Gueldner stated, reviewing a copy of the tracking report for costs through October, that PacBell will spend between $350 million and $370 million in 1997.
