On September 2, 1997, Juan Arambula, Vice President of the Fresno County Board of Supervisors (Fresno), met separately and on separate occasions with Cmmrs. Duque, Conlon, Neeper, Knight, and Lester Wong, advisor for Cmmr. Bilas, in San Francisco. Also present were: Jose Leon-Barraza, Principal Administrative Analyst for the County of Fresno (County); Gary Nielsen, Telephone Services Manager for the County; Maureen Gothier, Director of Government Relations for Fresno City and County Chamber of Commerce; Michael Briggs, Councilman for the City of Fresno; John Ohanian, staff assistant for the City of Fresno; Victor Lopez, Mayor of the City of Orange Cove; and Gary Villareal, Planning Commission Chairman for the City of Orange Cove. Arambula stated that Fresno county was concerned that great hardship would result if the Commission considered the proposal to change the 209 area code as set on the 9/3/97 agenda, before any hearing was held on the County's complaint. Representatives of the County stated that they were concerned over the prejudice that a 9/3/97 action of the Commission would have on the review process. Representatives of the County stated that the County had had identified alternatives to retain the same area code and the same number for Medic alert and therefore avoid any adverse impact if he area code in the north were to change. Representatives of the County stated that the County did not question the benefits of using Medic Alert as a source of important medical information during an emergency, however, during the County's research it was found that emergency medical personnel rely on critical information on medical conditions and medication found on medical bracelet. Representatives of the County stated that, based on protocal and procedure, paramedics and emergency room personnel do not make a telephone call to Medic Alert to get any other information. Guzman, attorney for Island Navigation, was also present. Bagley stated that Island Navigation supported the proposed decision. Bagley stated that he understood that the Mayor of the City of Avalon (Avalon) would be attending the (/24/97 Commission meeting to express Avalon's opposition to the proposed granting of operating authority to Island Navigation. Bagley stated that he believed that Avalon was opposed to Island Navigation only because it favored other carriers with whom Avalon was more closely aligned, although none of those carriers possessed the proper Commission operating authority. Guzman stated that representatives of Avalon had previously visited various Commissioners to assert how vital tourism and the summer tourist season was to the economy of Santa Catalina Island. Guzman stated that even though no other cross-channel carrier possessed Commission operating authority between Dana Point and Santa Catalina Island, Avalon still opposed the grant of Dana Point/Avalon operating to Island Navigation. Guzman stated that based on such opposition, perhaps tourism was not that important to Avalon and that therefore the Commission ought to question what Avalon's true motives were in opposing the proposed decision.
