The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier. In addition, the Commission will make draft agenda items available for viewing and photocopying (at 20 centers per page) at the Commission's Central Files Office (Room 2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and the following field offices: El Centro, Eureka, Sacramento and San Bernardino. Since the agenda package will be mailed to these locations, it will be available at these locations a day or two after the distribution date. Regarding the PD's treatment of Edison's San Onofre Nuclear Generating Station (SONGS), Foster indicated that the Commission had already approved the SONGS ratemaking. Nothing in that decision caps the SONGS output as its nameplate rating. The risk and reward embodied in the approved SONGS ratemaking is instead based on the plant's net output. Edison's third concern is the monthly accounting of fossil generation production. Edison stated that it should be able to recover costs incurred during months when the plant is not operating from revenues received during other months when the plants are operating. Miller stated that the agenda language concerning the ISO/PX funding item indicates approval of the loan guarantee increase, but denies as premature Section 376 treatment of the PX/ISO costs for the utilities. Miler stated that it is not prudent for PG&E to sign-on for additional loan guarantees without a Commission finding that the OX/ISO start-up and development costs are recoverable pursuant to Section 376. Foster stated that SCE is not willing to take additional risks for PX/ISO costs without the assurance of Section 376 recovery. Schoonyan stated that, absent a Commission decision that the PX's one- time charges qualify for recovery under Section 376, SCE would not be able to undertake the additional loan guarantees. Ritchey noted that the OX has not taken on the applicability of Section 376 to the PX's startup and development costs. Loughridge stated that the funds needed for the PX development costs have increased from $59 million to $85 million. Loughridge noted that the primary reason for the increase are due to the underestimated start-up costs put forth in the original budget projection, as well as the need for $7.2 million for contingencies. Loughridge stated that the projections show the PX running out of cash from the original $59 million line of credit sometime in December, 1997. McDonald stated that the $85 million includes the full development costs for the staged implementation of the PX systems, and $4.7 million for initial working capital which is needed to ensure enough cash reserves through February, 1998. McDonald stated that the financing proposal proposed by the PX is structured in a way to address lenders' concerns regarding the number of parties participating through the PX during the transition period. McDonald stated that the structure is designed to attract more volume flowing through the PX, which will decrease costs to all customers over the long-rum. Loughridge stated that the PX has costs that other scheduling coordinators do not have that need to be recovered. Loughridge added that the PX has a FERC and a legislatively-mandated role to open up the electricity market in California, as well as to perform a market monitoring function. Ritchey stated that the magnitude of the PX system's complexity was not fully realized until recently, when more detailed insight about the system design was obtained. Foster stated that the Commission had already approved the San Onofre Nuclear Generating System (SONGS) and that nothing in that decision caps the SONGS output at its nameplate rating. Foster stated that regarding the monthly accounting of fossil generation production in the PD, Edison should be able to recover costs incurred during months when the plant is not operating from revenues received during other months when the plant is operating. Knight; Beverly Alexander, Manager, Power Generation, PG&E; Bill Mannheim, attorney, PG&E; Les Guliasi, Regulatory Relations, PG&E; Jana Corey, Director, Regulatory Relations, PG&E, and other parties as listed on the attached attendees list. Manheim stated that PG&E's geothermal facilities should not be assumed to have a market value in excess of book value and therefore ineligible for CTC recovery. Alexander stated that for hydroelectric services, credits to the transition cost balancing account should be made annually, not monthly as the proposed decision states. Alexander further stated that excess market revenues for hydroelectric services should be tracked on an aggregate basis to be credited annually to the transition cost balancing account. Manheim stated that for fossil plants, credits to the CTC should be made on a one-time basis, at the time of valuation. Manheim also stated that the reduced rate of return on assets deemed economic should be effective January 1, 1998, and that worker's compensation for power plant employee injuries that occur prior to January 1, 1998, should be recoverable in CTC as a regulatory asset. Lastly, representatives for PG&E stated PG&E's agreement with a comment made by a representative of San Diego Gas and Electric, that operating losses incurred by must-rum units under `Contract A' during the first 90 days of 1998 should be eligible for CTC recovery.
