Summary: On November 19, 1998, Bruce C. Foster, Vice President of Regulatory Affairs, Southern California Edison (Edison), contacted Cmmr. Conlon, in San Francisco. The meeting discussed the Draft Decision and Alternate Draft decision issued on or about November 18, 1998 in Edison's application for order approving settlements in Edison's BRPU. Foster stated that the Draft and Alternate Draft Decisions are unfair because they propose to reduce the aggregate amount of the settlements by 60, or 40 percent. Foster emphasized that the settlements were entered into by the parties in good faith based on the circumstances known to them at the time, and that the parties should not now be penalized. Duque in San Francisco. Representatives present were: Messrs. Floyd E. Wicks, Donald K. Saddoris, and Susan L. Conway of SCWC; Patricia A. Schmiege, Esq. Of O'Melveny & Myers LLP, counsel for SCWC; and Tim Sullivan, Adv. to Cmmr. Duque. Schmiege described the history of the Coastal Branch, dating from 1963 to the present; the outcome of SCWC's prior proceeding to recover costs related to its participation in the Project at the level of 3,000 acre-feet per year; the current operational status of the Coastal Branch; and SCWC's current participation at the level of 500 acre-feet per year. Schmiege presented an overview of SCWC's request in this proceeding for a service access charge of $6,500 for 2,297 new connections and a full supply cost balancing account, and briefly described the costs to be recovered and the manner in which the service access charge would work. Lastly, Schmiege briefly described the evidence concerning the cost and design of the Coastal Branch, and SCWC's need for 500 acre-feet per year to support new growth in its Orcutt system area. A copy of three maps (attached) were provided during the meeting. Filer: Southern California Water Company Contact: Patricia A.
