If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier. Reed noted that Mexico already had competitive supply options before natural gas restructuring occurred in California and that interstate transition cost surcharge costs that resulted from restructuring, and represent the biggest portion of exclusions, are consequently not applicable. Reed noted that SoCalGas supports allocating exclusions up to the contract rate of 3.5 cents per therm and that shareholders should not subsidize service to Mexico if exclusions exceed this rate. Reed explained that the Commission's policy on exclusions in this PD will affect pursuit by Sempra of future projects for Mexico.
