Summary: On April 27, 1998, Jana Corey, Director, Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with Cmmr. Bilas in San Francisco. Also present were: Julie Halligan and John Scadding, advs. to Cmmr. Bilas; Scott Steffen, Assistant General Counsel, Modesto Irrigation District (MID); Chris Mayer, Assistant General Manager, MID; Les Guliasi, Manager, Regulatory Relations, PG&E; and Bill Manheim, Attorney, PG&E. Guliasi stated that the proposed decision (PD) should be modified to reflect changes made to the service area agreement by PG&E and MID. Mayer said that competition is good for MID and that providing low rates and good service is how they intend to complete. Manheim stated that the CPUC has not established new policy on the disposition of gain on sale, and suggested that the Commission consider a comprehensive distribution OII to fully examine all aspects of distribution competition. Manheim further stated that the gain or loss on sale should be allocated to shareholders.
