The purpose of the workshop is to determine which custom routing functions have already been tested and to review the outcome of the tests so that previous tests will not have to be repeated. Scarff stated that Edison, like Pacific Gas and Electric Company (PG&E) , intended to offer its hydroelectric generating assets to one of Edison's affiliates at an appraised price - an offer that Edison did not intend to make available to any other competing firm. Scarff noted that Edison's proposal differs from PG&E's in only minor details - Edison's insertion of its own review of the Commission's adopted appraisal principles prior to determining whether to go ahead with an appraisal, and the operation of any auction if Edison decides not to transfer the hydro assets to an affiliate at the appraised price. Also present were: Judith Ekle, project manager, and Susan Lee of Aspen Environmental Group, consultant to, the Energy Division; and Charles Lewis, attorney, and Tom Marki, project manager, PG&E. A map titled, "Figure 2-9: alternative and proposed transmission line routes and substation sites" and an aerial photograph titled, "Figure A: proposed and alternative transmission lines, power lines, and substation sites," (both attached to the notice) were used. Bonderud discussed the route of PG&E's planned transmission line to serve a proposed substation in the San Jose area. Bonderud and Marki explained the types of transmission towers that might be used for the various alternatives. Boderud and Marki showed the group the property that PG&E proposes to acquire for the new substation as well as one of the alternative sites. Lewis explained how PG&E acquires land and land rights for its facilities and how PP&eE compensates the land owners for those rights. Bonderud, Marki and Lewis discussed the procedures for installing underground 230kV circuits through urban areas and explained why the installation of underground transmission lines are disruptive to neighborhoods and more costly than equivalent overhead lines.
