The record does not support Monsanto's request, Mr. Leslie said. Claudine Swartz of Sempra Energy ("Sempra") wrote a letter to David Gamson, advisor to Commissioner Neeper. It began: "Dear David. Ms Swartz then proceeded to answer two questions which the letter indicates were asked by Mr. Gamson during the earlier meeting. The questions were: (a) "Does the GMM calculation reflect the physical location of a generating facility and its distance from a load center?" and (b) "Why is there such a large discrepancy between the existing average TLF of 1/025 and the GMM's.?" The letter indicated the answer to the first question was "yes," and it provided a two paragraph explanation. The answer to the second question began with ".(San Diego Gas & Electric's).currently existing line loss factors implicitly assume that a QF always reduces line losses on the transmission (and distribution) system, and thus always produces line loss "savings." Summary: On March 29, 1999, AT&T Communications of California, Inc., ("AT&T") initiated three (3) ex parte meetings at Commission headquarters with PUC officials in which both oral and written communications were conveyed. The same subject matter was conveyed in each meeting. The PUC officials receiving the communications were, in order: (1) Commissioner Neeper and advisor Fassil Fenikile, (2) Commission President Bilas and his Chief of Staff, Ann Watson, and advisor Lester Wong, and (3) Tim Sullivan, advisor to Commissioner Duque. The AT&T principals were Rick Witherington, David Condit, Rose Johnson, Sarah DeYoung, Michael Morrissey, and Harry Davidow. Mr. Morrissey provided an overview of how the New York commission concluded that a third party test of Bell Atlandtic New York's ("BANY") Operations support Systems ("OSS") was necessary after reviewing and rejecting self testing proposals made by BANY. Mr. Davidow then reviewed details of the third party test being conducted by KPMG and Hewlett Packard. Ms Johnson compared and contrasted the BANY test with the current proposal for OSS testing made by SBC/PacBell. A twenty four (24) page handout was distributed at each briefing. The first page of the handout contained two columns, comparing the "Bell Atlantic New York OSS Test Plan" with the "Pacific Bell Test Plan." Another page was entitled "DOJ has publicly supported the New York testing approach."
