ORA further stated SDG&E should not be given an incentive to pursue increased sales, and therefore a rate indexing approach should not be used because it would create conflicting incentives in the context of demand side management ("DSM"). Under this approach each carrier would bill their respective end users. PacBell bears the cost of transporting the vast majority of Pac-West's traffic beyond the 12 mile local calling area. It would be very unreasonable to require PacBell to bear this burden and at the same time pay Pac-West for call termination. A Nevada proposed decision determines that reciprocal compensation would be a windfall for Pac- West. This proposed Nevada decision rejects reciprocal compensation on non-local calls. He added that both the "revenue per customer" and "rate indexing" methods promote sales growth but provide different incentives for reliability and customer relations. He cited examples to sustain that assertion. Mr. Reed also stated customers would not be harmed if the GFCA balancing account were ended by the Commission on December 31, this because GFCA is designed to match revenue and costs as determined by the margin changed authorized in this docket for 1/1/99. Mr.Schavrien provided the commissioner a written chart. It was entitled "Sales Growth and Revenue Sharing Under Rate Indexing." The chart states what assumptions were made and proceeds to list revenue and shareholder/ratepayer allocations under sales growth scenarios ranging from 1% to 5%. Mr. Schavrien urged the Commission to adopt the rate indexing methodology as proposed in the President's alternate decision dated 3/4/99. He stated rate indexing is superior to revenue per customer as a PBR mechanism because of elimination of the balancing account issue, elimination of controversial "customer" definitions in San Diego Gas & Electric Co. system, and simulation of the competitive market by focusing on price. Mr. Reed concluded by stating revenue per customer is monopoly regulation at its fullest, and that while both indexing methods can increase sales, rate indexing provides the proper incentives through encouraging cost effective maintenance.
