Summary: On April 20, 1999 NEXTLINK California ("NextLink") urged Commission President Bilas not to adopt new reporting requirements for addressing "slamming" and "cramming" issues that would be expensive for small competitive local exchange carriers ("CLEC") and imperil their ability to compete in the marketplace. NextLink representatives Karen M. Potkuk, Melissa Waksman, and Nick Selby initiated the ex parte encounter at CPUCin regard to the pending draft decision of the administrative law judge. Mr. Selby is outside counsel for the ICG Telecom Group, Inc. ("ICG") as well as for NextLink. Ms Potkuk also urged PUC to preserve carriers' authorization to disconnect service when valid charges have not been paid and are not disputed by the customer. She contrasted the time consuming tasks of migrating customers from incumbent local exchange carriers ("ILEC's") from the automatic process by which primary interexchange carriers ("PIC") are accomplished for interexchange carriers ("IEC's"). Further details were cited why NextLink cannot accept a proposed requirement for addressing the "sliding" problem that would require CLEC's to migrate customers within 30 days of an executed letter of authorization ("LOA"). Mr. Selby said if the Commission placed a time limit within which an LOA remains valid for migration of local exchange service, it should be at least one year.
