Summary: On April 15, 1999 intervenors Ron Knecht and Ray Czahar participated in an "all party" meeting initiated by Commissioner Duque at CPUC and conveyed their positions to him and other parties who were attendance. The intervenors emphasized the distinction between distribution risks and regulatory regime risks. The intervenors stated their evidence and investigation found no basis for distribution, transmission or generation risk differentials, as compared to bundled service. They added the evidence also lies on both sides of zero for a regulatory regime risk premium and that no "non zero" value could be supported there either. The intervenors then discussed ROE ("rate of equity"), stating a 10.8% required ROE for California gas and electric service should be updated consistently using the methods described in their testimony to a current figure of 10.2% as reflected in their filed papers. Using PUC's DRI update, they said, the figure would be 10.59%. Stating other details, the intervenors then stated the adopted ROE should apply immediately to Southern California Edison, and accordingly they supported the proposed decision and not the alternate.
