The letter expressed that Roseville was "somewhat surprised" to have received ORA's recent letter "purporting to commence the affiliate verification and non- regulated audits.when the Commission is actively considering how to proceed in this regard." Roseville' letter then goes on to state that ORA had expressed an intention to proceed on their own defined scope at a time when, according to Roseville, "the commission is examining what the scope may be." Roseville concluded the letter by stating they would provide ORA the requested data requests only after the Commission adopts the authorizing order. The ORA recipient of Roseville's letter was Andrew Ullmer. Roseville's letter was signed by Mark P. Summary: On April 23, 1999 MCI WorldCom's Richard Severy told Fassil Fenikile that Pacific Bell's ("PacBell") proposed OSS test plan had a number of omissions and deficiencies. Mr. Fenikile is an advisor to Commissioner Neeper. The meeting at CPUC, initiated by MCI WorldCom, was also attended by Evelyn Lee of MCI WorldCom. Mr. Severy emphasized the value of independent third party testing, and cited New York as an example of his company's entrance into a market based on confidence that the local jurisdiction ensured the implementation of a rigorous OSS testing program. In New York, he said, problems are found and fixed. Mr. Severy said PacBell's plan lacks independent third party involvement, fails to test key order types, fails to test databases to verify results of E911/411 fit it teams, and fails to test commercially significant volumes. A sixteen (16) page written packet accompanied the briefing outlining, among other things, that "Pacific's Test Plan Fails to Meet the Commission's Criteria." Details were cited.
