Mr. Gamson is an advisor to Commissioner Neeper. Enron said the PD erred in adopting an avoided cost approach for determining which costs should be reflected in the PX credit. The issue, Enron said, is not which costs are avoided, but what costs are incurred by the UDC to provide procurement service to bundled service customers. The latter, Enron said, are costs which must be recovered through Schedule PX (and thus reflected in the PX credit). The ex parte communication occurred during a meeting at CPUC initiated by Enron.
