Summary: On April 21, 1999 Southern California Edison Co. ("SCE") informed an advisor to Commissioner Duque that the utility supported a delay of the generation valuation hearings. In a meeting conducted at CPUC, SCE's Bruce Foster told Advisor Michelle Cooke that in light of ongoing consideration of hydro disposition issues at the state legislature, SCE was supportive of the delay which was initiated by the Office of Ratepayer Advocates ("ORA") and TURN ("The Utility Reform Network"). ORA representative James Scarff also attended the meeting. He and Mr. Foster jointly initiated the meeting with Ms Cooke. Mr. Foster concluded by stating SCE would make use of any delay by working with other stakeholders in an attempt to resolve the issues surrounding generation valuation. Summary: On May 4, 1999 Pacific Gas & Electric Co. ("PG&E") told Commission advisors that the proposed decision's ("PD") recommendation of 10.6% return on equity for PG&E is too low relative to current financial conditions. PG&E's Les Guliasi said the PD's calculation errors require correction, and that it relies inappropriately on the October 1998 DRI treasury bond forecast. In attendance at the CPUC meeting were Michelle Cooke, Dorothy Duda, and David Gamson, advisors to Commissioner Duque, Commission President Bilas, and Commissioner Neeper respectively. Kent Harvey of PG&E was also present. No written materials were distributed. Summary: On May 6, 1999 GTE California Inc. ("GTE") told Commissioner Neeper's advisor that GTE was concerned over two recent rulings by the administrative law judge ("ALJ"). GTE's Tim McCallion told Fassil Fenikile that one ruling extended the date for intervenor testimony by a month, and another Motion to Compel ruling went beyond the limits defined in the Scoping Memo. Mr. McCallion said the Motion to Compel approved discovery on status quo matters whereas the Scoping Memo stated the proceeding was to focus on the effects of the merger. Mr. McCallion stated discovery outside the issues in the Scoping Memo diverts attention and resources relating to the merger. He concluded by urging that excessive burdens on the applicants and further delays in the proceeding be avoided. This meeting at CPUC was initiated by GTE. No written materials were used.
