SUBSCRIPTION INFORMATION
Subscription Notice for Draft Agenda Items
In compliance with Public Utilities Code Section 311.5, parties who wish to subscribe to 
receive draft agenda items may do so by writing to the Public Utilities Commission; 
Attention:  Poly Arca, Room 1003, 505 Van Ness Avenue, San Francisco, CA  94102, or 
by calling (415) 703-1798.  The cost for a one-year subscription to the entire public agenda 
package (which excludes Executive Session materials) is $1,000.  You may also order a 
partial agenda package (energy agenda items only or telecommunication agenda items 
only) at the cost of $500 per year.  The package you receive via mail will include only 
those agenda items available at the time of the agenda distribution date, which is usually 10 
to 12 days prior to the Commission meeting.  If agenda items (including revisions) are not 
ready on the distribution date, they will be made available at no charge in the lobby outside 
the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but 
not earlier.
In addition, the Commission will make draft agenda items available for viewing and 
photocopying (at 20 cents per page) at the Commission's Central Files Office (Room 
2002), 505 Van Ness Avenue, San Francisco, and in the Los Angeles, San Diego, and the 
following field offices:  El Centro, Eureka, Sacramento and San Bernardino.  Since the 
agenda package will be mailed to these locations, it will be available at these locations a 
day or two after the distribution date.  These locations will not receive agenda items that 
are not ready on the distribution date.
If an agenda item is held over to a subsequent Commission meeting, that agenda item and 
any revisions to that agenda item that were available on the morning of the initial 
Commission meeting (as well as any further available revisions) will be mailed in the 
Escutia package for the subsequent Commission meeting; the item and its revisions will 
also be available for viewing and photocopying in the Commission's Central Files Office 
and field offices as set forth above.
Intervenors who have a financial hardship determination pending or granted shall be 
eligible to receive draft agenda item packets at no charge.
The cost to receive the agenda only, without copies of draft agenda items, remains at $75 
per year.

Summary:  On May 13, 1999 the ICG Telecom Group, Inc. ("ICG") faxed a May 5, 1999 
order from the Ohio Public Utilities Commission to Commissioner Neeper's office.  The 
order in the Ohio case involved a complaint filed by ICG and others against Ameritech 
Ohio regarding the payment of reciprocal compensation.   The order denied Ameritech 
Ohio's request for a rehearing on an earlier ruling in favor of ICG's position.  The Ohio 
ruling was fourteen (14) pages in length.

Summary:  On May 17, 1999 the ICG Telecom Group, Inc. ("ICG") urged Commissioner 
Duque to reject Pacific Bell's ("PacBell") position on reciprocal compensation for ISP-
bound traffic.  ICG told the commissioner that PacBell's position to deny reciprocal 
compensation would cause harm to California business and rural users inasmuch as the 
Internet is becoming an important part of California's economy.   ICG said thirty (30) or so 
states agree with the ICG position, and that Federal Communications Commission ("FCC") 
while ruling that local calls to ISP's are interstate, nonetheless has stated that state 
regulatory commissions are free to treat such calls as local for purposes of reciprocal 
compensation.  If PacBell's position were adopted, ICG said, California businesses would 
be at a disadvantage compared to businesses in other states.   Additional details were 
provided on why ICG required such compensation, and that PacBell and SBC appeared 
unwilling to pay that compensation because the CLEC's were their competitors.  ICG 
further pointed out PacBell's testimony in R95-04-043 in which PacBell said the only 
viable means of rating calls was on the basis of determining distance between rate centers 
identified by NPA/NXX codes.   A twenty two (22) page written handout was provided 
Commissioner Duque comprising an Ohio PUC "entry on rehearing" in a ICG complaint 
against Ameritech Ohio on the issue of reciprocal compensation and additional ICG 
comments on the entry.  In the ex parte meeting initiated by ICG and held at CPUC, the 
ICG representatives involved were Nick Selby, Cindy Schonhaut, and Bruce Holdridge.

Summary:  On May 5, 1999 the City Administrator of Gilroy wrote various PUC staff and 
asked that the Commission expeditiously approve the sale of the city's street light system 
from Pacific Gas & Electric Co. ("PG&E") to the city.  The City Administrator, Jay Baksa, 
stated in his letter that the city had coordinated the matter with the Office of Ratepayer 
Advocates ("ORA") since the original agreement was first conceived three (3) years ago, 
and that both the city and PG&E agreed with ORA that ratepayers should not be 
responsible for the rate differential between the relatively high cost of PG&E maintenance 
of the system and the relatively low cost of maintenance that the city foresees from the
