The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. If agenda items (including revisions) are not ready on the distribution date, they will be made available at no charge in the lobby outside the Commission Auditorium at 9:00 a.m. on the morning of the Commission meeting, but not earlier. Summary: On May 13, 1999 the ICG Telecom Group, Inc. ("ICG") faxed a May 5, 1999 order from the Ohio Public Utilities Commission to Commissioner Neeper's office. The order in the Ohio case involved a complaint filed by ICG and others against Ameritech Ohio regarding the payment of reciprocal compensation. ("ICG") urged Commissioner Duque to reject Pacific Bell's ("PacBell") position on reciprocal compensation for ISP- bound traffic. ICG told the commissioner that PacBell's position to deny reciprocal compensation would cause harm to California business and rural users inasmuch as the Internet is becoming an important part of California's economy. ICG said thirty (30) or so states agree with the ICG position, and that Federal Communications Commission ("FCC") while ruling that local calls to ISP's are interstate, nonetheless has stated that state regulatory commissions are free to treat such calls as local for purposes of reciprocal compensation. If PacBell's position were adopted, ICG said, California businesses would be at a disadvantage compared to businesses in other states. Additional details were provided on why ICG required such compensation, and that PacBell and SBC appeared unwilling to pay that compensation because the CLEC's were their competitors. ICG further pointed out PacBell's testimony in R95-04-043 in which PacBell said the only viable means of rating calls was on the basis of determining distance between rate centers identified by NPA/NXX codes. A twenty two (22) page written handout was provided Commissioner Duque comprising an Ohio PUC "entry on rehearing" in a ICG complaint against Ameritech Ohio on the issue of reciprocal compensation and additional ICG comments on the entry.
