These procedures provide for PG&E to run, or to provide assistance to the Energy Division in running, the simplified version of PG&E's RO model at the Commission's offices with the Energy Division's oversight. ICG urged that policy shifts of the type in the PAO be avoided because arbitration proceedings do not allow all of the interested industry parties to participate. One headline of the handout read: "The proposed alternate order misreads the FCC's distinction between jurisdiction and regulatory treatment" and another "Meet point billing is not a viable compensation mechanism for compensating CLEC's for carrying ILEC originated ISP bound traffic." The salutation of the FCC letter is "Dear Zeke" and it states, in part, "We.find that SBC's jurisdictional classification of traffic bound for.(ISP's).does not comport with Commission decisions." Later it states "the Bureau directs SBC to reclassify its 1997 and 1998 ISP bound traffic, and the associated traffic- sensitive costs, as intrastate for separations and reporting purposes." Another statement also directs SBC to correct and refile 1997 and 1998 "ARMIS' data for Pacific Bell. The letter is signed by Lawrence E. Strickling, Chief of the Common Carrier Bureau.
