Town Hall Meeting June 30, 1999 Casa Familiar 6 pm 212 West Park Avenue San Ysidro CPUC Commissioner Josiah Neeper will hold an open forum on telecommunications marketing abuses affecting Spanish- speaking consumers in the San Ysidro area. The purpose of the meeting is to provide the Hispanic community an opportunity to learn about such marketing abuses as slamming and cramming, and to express their concerns. Commissioner Neeper scheduled the meeting as a result of discussions with Hispanic community leaders. He will welcome comments from all consumers on these and related issues. Staff persons from the CPUC Consumer Services Division and a representative of Pacific Bell, the incumbent local exchange carrier, will be on hand to assist with specific information on how consumers can protect their rights. Draft Resolution (M-4794) Regarding the Level of Public Utilities Commission Transportation Reimbursement Account Fees to be Imposed for Fiscal year 1999-2000 Pursuant to Public Utilities Code Section 421 (added 1983, Chapter 323), the Commission is required to annually determine a fee to be paid by every passenger stage corporation, charter party carrier of passengers, pipeline corporation, for-hire vessel operator, common carrier vessel operator, railroad corporation, and commercial air operators and every other common carrier and related business subject to the jurisdiction of the Commission, except as provided in Section 431 (other public utilities). The annual fee shall be established to produce a total amount equal to the amount established in the authorized Commission budget to support the Commission's regulatory activities for the class from which the fee is collected, including adjustments for increases in employee compensation, other increases appropriated by the Legislature, and an appropriate reserve, less the amount to be paid from special accounts or funds pursuant to Public Utilities Code Section 403, reimbursements, federal funds, other revenues, and unencumbered funds from the preceding year. The staff's proposed resolution will continue the fees at the same levels fixed for the current (1998-99) fiscal year for passenger vehicle operators, vessel operators, commercial air operators and pipeline corporations. Summary: LATE FILED: On June 17, 1999, a letter (attached to the notice) signed by Elizabeth Imholz, Director of Consumers Union, West Coast Regional Office, and Janee Briesemeister, Senior Policy Analyst of Consumers Union Southwest Regional Office, was sent by facsimile to Cmmrs Bilas, Duque, Neeper, Hyatt and Wood. The letter urged the Commission to maintain its current policy with regard to compensation for local calls made to Internet Service Providers (ISP). The letter also pointed out that Southwestern Bell Telephone Company (SWBT), an affiliate of Pacific Bell (PacBell), had made arguments before the Texas Public Utility Commission (TPUC) similar to those that PacBell is making to the Commission on the issue of whether calls to ISPs should be treated as local calls, and that TPUC had rejected SWBT's arguments and reaffirmed that Internet traffic from the end user to the ISP is local traffic. Summary: On June 22, 1999, Mona Petrochko, Director of Government Affairs for Enron Corp. (Enron), met with Cmmr. Bilas in San Francisco.
