De Rosa explained that negotiations with SDG&E are presently at an impasse because parties do not agree on the definition of reliance costs. DeRosa further stated that US Gen would be in favor of the use of mediation or arbitration procedures, and encouraged the Commission to provide such assistance. Hubbard stated that SDG&E is not in favor of either mediation or arbitration, preferring to have the parties attempt to work out their differences without the assistance of the Commission.
