The cost for a one-year subscription to the entire public agenda package (which excludes Executive Session materials) is $1,000. The package you receive via mail will include only those agenda items available at the time of the agenda distribution date, which is usually 10 to 12 days prior to the Commission meeting. Summary: On July 13, 1999, Robert Finkelstein of The Utility Reform Network (TURN), met with Michelle Cooke, advisor to Cmmr. Duque, at the Opera Plaza in San Francisco. Finkelstein explained TURN's view that the implementation of D98-09-070 in the line extension proceeding raised failrly narrow issues. Finkelstein proposed that the most appropriate outcome for the pending issue is for the Commission to embrace the approach taken by Pacific Gas and Electric Company. Finkelstein explained that TURN's argument was that the discrepancy in the treatment of meter costs for new customers who take bundled service, as compared to new customers who want service requiring interval meters, serves to encourage customers to become bundled service customers, rather than pursuing other options. Finkelstein stated that if the Commission meant to encourage customers to pursue metering that would allow them to receive time-differentiated price signals, then it needed to eliminate that discrepancy in treatment by requiring new customers to pay for their meters whether they took bundled or other service. Finkelstein added that adoption of TURN's proposal would only serve to have new customers choose between bundled service and some new type of service that requires more precise metering, be it taking service under a time-of-use tariff of the utility, or taking service from an electric services provider under direct access. Summary: On July 14, 1999, Bill Blase, Vice President Regulatory, Pacific Bell (PacBell), met with Cmmr. Bilas in San Francisco. Also present were: Dorothy Duda and Lester Wong advisors to Cmmr. Bilas; and Dan McCarthy, Senior Counsel, Pacific Telesis Group. Written material (attached to the notice) was used. Blase expressed serious concerns with the audit that the Office of Rate Advocates (ORA) and Overland Consulting (Overland) propose to conduct. McCarthy noted examples, which demonstrated that the planned audit goes well beyond the guidelines provided by D96-05-036 and the Section 314.5 statute. Blase stated PacBell's belief that ORA and its selected contractors could not perform an objective audit since ORA and the contractors have a conflict of interest. Blase asked the Commission to reevaluate the public interest benefit of conducting any audits of PacBell at this time and stated that if the Commission should find that an audit should be performed, responsibility for the audit should be transferred to the Telecommunications Division, the contract with Overland cancelled and the process should be begun anew.
