On October 27, 1999, Barbara Snider, Counsel, and Jean Russell, Manager of Interconnection Services, for Citizens Telecommunications Company of California, (CTC-California), met with Norman Low and Linda Serizawa, advisors to Cmmr. Snider and Russell sated that the summary includes the assertion that it is legal error for the Commission to alter the status quo between the parties which is bill-and-keep before the FCC; the FAR to conclude that the Commission's preferred outcome of bill-and-keep is no longer a viable option; the FAR to conclude that Internet Service Provider-bound traffic must be included as part of a reciprocal compensation order; and for the FAR to find that because the Commission issued a decision stating that under PacWest's unusual form of rating and routing calls, end-users should be billed as a local call, that the same outcome must be adopted for inter-company compensation. Snider and Russell also addressed and corrected certain factual assertions made by PacWest in its earlier ex parte meetings regarding the issue of whether PacWest negotiated in good faith as well as discussed the diagrams PacWest submitted to the advisors in its meeting.
