Hawiger also stated that there was no evidence of a direct connection between refunds and surcharges, and that El Paso should be allocated to those customers who paid rates subject to refund. During the meeting with Cooke and Malcolm, Hawiger addressed that both the PD and AD erred by not offsetting SoCalGas' payment of Pacific Gas and Electric Company (P&E) component on El Paso by PG&E's payment of SoCalGas' step-down on Transwestern.
