Assembly Bill 811 was passed by the legislature and signed into law by the Governor on September 16, 1999. AB 811 adds Section 367.7 to the Public Utilities Code. Section 367.7 provides for the use of actual metering data rather than a load profile to determine certain customers' energy credits from frozen rates for customers who have changed energy service providers.
