I97-11-026 Commission Order Instituting Investigation, into the out-of-service status of Pacific Gas and Electric Company's El Dorado hydroelectric project and the need to reduce electric rates related to this non-functioning electric generating facility. Summary: On November 29, 1999, Robert Finkelstein, Staff Attorney for The Utility Reform Network (TURN), met with Cmmr. Wood, in San Francisco. Also present was Linda Serizawa and Kevin Coughlan, advisors to Cmmr. Wood. Finkelstein stated that TURN supports the adoption of the Proposed Decision (PD). Finkelstein noted that it provides Pacific Gas and Electric Company (PG&E) with increases of nearly 10% for electric revenues, and 8% for gas. Finkelstein noted that it makes more sense to approve the funds necessary to provide adequate service and reliability levels, and let those customers who need better service take steps to obtain it, than it does to approve the hundreds of millions of dollars more than PG&E seeks to provide higher levels of reliability and service to all customers. Finkelstein pointed out that such an outcome is not only consistent with the Commission's ongoing desire to promote customer choice, but would be a choice that provides real benefits to small consumers by not requiring them to pay for services they have not chosen and may not receive. Finkelstein discussed PG&E's threat to lay-off 3500 workers critical to safe and reliable service if the PD is adopted. Finkelstein concluded that TURN does not believe that adoption of the PD is the first step down the path to a two-tiered level of service in the future. Sullivan stated that it would cost approximately $500,000, up to as much as $1,000,000 depending on any repairs that were made as a result, to inspect all existing third-party installations that have not already been inspected. The letter summarized the discussions between the representatives of IBEW PacificCorp., and Nor-Cal Electric Authority (Nor-Cal) concerning the terms and conditions under which Nor-Cal would succeed to the Collective Bargaining Agreement between IBEW and PacifiCorp., the results of those discussion, and the participation of IBEW representatives in the development of Nor-Cal's operation plans for the PacifiCorp. system.
