Summary: On December 13, 1999, Dr. Lee L. Selwyn of Economics and Technology, Inc. (ETI) a subcontractor in the contract between California Public Utilities Commission and Overland Consulting pursuant to the Office of Ratepayer's (ORA) Request for Proposal (RFP), wrote a letter (attached to the notice) to Cmmr.
