The decision finds, however, that Pacific Bell's Anonymous Call Rejection, "offer on every call" policy, use of customer information, and marketing to certain customer groups do not violate any applicable standards. Guliasi explained that the revenue requirement contained in the Proposed Decision (PD) does not provide PG&E with the funds necessary to maintain the levels of service and reliability that customers and the Commission expect. Jordan stated that for tree trimming and tree removal, PG&E requested $137.8 million in total expenses, but the PD contains only $77.2 million, a difference of $60.6 million. Jordan also stated that the PD does not provide the $72 million revenue requirement in infrastructure capital needed for reliability and new customer growth. Jordan explained that on the electric side, about half of the disallowance in the PD is associated with projects necessary to meet load growth and for capacity projects, while the other half is for reliability improvement investments. Jordan stated that on the gas side, the PD errs by reducing PG&E estimate for new business capital projects by an additional 10 percent. Guliasi stated that the PG&E has requested attrition for the years 2000 and 2001 in order to ensure that a sufficient level of revenues is authorized to cover the growth in rate base associated with customers and load growth.
