Workshop 1 addresses hardware issues, plus recovery strategies and procedures for response. Workshop 2 will be held on January 26 and 27, 2000. Workshop 2 will address incident reporting, corrective actions, audit program, safety and reliability issues, and labor relations. Workshop 3 will be held February 9 and 10, and will address procedures, workplace practices, plus command and control. Workshop 4 will be held February 23 and 24, and will address maintenance and equipment failure, plus post maintenance and modification testing. Summary: On January 26, 2000, at approximately 11:00 a.m., at the CPUC in San Francisco, Jeanne Bennett, attorney for Enron Corp., and Mona Petrochko, Director of Governmental Affairs for Enron Corp. met in an equal-time ex parte communication meeting with Commissioner Neeper. Also present were Andrew Brown, attorney for the Department of General Services, Norman Furuta of the Federal Executive Agencies and Jonathan Bromson of the Office of Ratepayer Advocates. The purpose of the meeting was to discuss the Alternate Proposed Decision issued by Commissioner Wood in the Pacific Gas and Electric Company's General Rate case. The parties expressed concern as to the overall level of the increase which Commissioner Wood's Alternate Decision would grant PG&E as compared to the Proposed Decision of ALJ Wetzell. This concern was premised on the fact that both the record and the Alternate Decision was void of the necessary substantiation. In Particular, Ms. Petrochko focused on the area of electric distribution capital additions and expressed how there was no evidence that the reliability which the Alternate Decision sought to assure by giving PG&E additional funds would result therefrom; that in erring on the side of reliability, the Alternate Decision overlooked the expressed desire of ratepayers that while reliability is a good thing, they were not willing to pay extra for it. She expressed concern that Commissioner Wood was willing to discount the fact that for the customers who really do need extra reliability and are willing to pay for it, there are competitive options available. In turn, Ms. Bennett explained certain deficiencies in the Alternate Decision with respect to revenue requirements recommended for PG&E's Customer Information Systems and its Meter Reading Account. She focused on the fact that the increases granted by the Alternate Decision in these areas were based on unsubstantiated claims and erroneous interpretations of the record and previous Commission decisions. Mr. Furuta focused his comments mainly on the grant to PG&E in the Alternate Decision of continued funding of its Nuclear Decommissioning Trust Fund., which, he pointed out, is currently over funded , thus providing no justification for continued funding; that if such over funded status ceases to exist, the Commission has the opportunity to remedy the situation in PG&E's Tiennial Nuclear Decommissioning Costs proceeding. Mr. Bromson of ORA and Ms. Petrochko both addressed the funding of PG&E's tree trimming and other operation and maintenance activities. Specifically, they noted a disjunct in the reasoning of the Alternate Decision in that it recognizes that a certain level of PG&E's expenditures over the past few years had been for the purpose of making up deficient maintenance activities in the past, while a certain level was just ongoing maintenance activity. They asserted that because the Alternate Decision could not determine how much should be allocated to each of these maintenance activities, the Alternate Decision largely ignored the make-up costs, treating a vast majority of PG&E's requested level of expenditures as justified ongoing costs.
