Workshop 4 will be held February 23 and 24, and will address maintenance and equipment failure, plus post maintenance and modification testing. Thomas Beach of Crossborder Energy, consultant to Watson. Watson supports the findings in the PD that the Southern California Gas Company's ("SoCalGas") Residual Load Service ("RLS") tariff is driving electric generation loads out of the SoCalGas service territory. To stop the resulting harm to ratepayers, the RLS must be eliminated or reformed now, not in three years as recommended in the PD. A cost-based peaking rate could be used to replace the current RLS tariff. Watson opposes the PD's proposal for a Sempra-wide transportation rate for electric generators in Southern California because such a rate will result in a $10.7 million subsidy from generators in Los Angeles to those in San Diego. There are significant locational differences in electric pricing and new generation is under development in San Diego even without a Sempra-wide rate.
