Workshop 4 will be held February 23 and 24, and will address maintenance and equipment failure, plus post maintenance and modification testing. Watson opposes the PD's proposal for a Sempra-wide transportation rate for electric generators in Southern California because such a rate will result in a $10.7 million subsidy from generators in Los Angeles to those in San Diego. There are significant locational differences in electric pricing and new generation is under development in San Diego even without a Sempra-wide rate. A cost-based peaking rate could be used to replace the current RLS tariff. Watson opposes the PD's proposal for a Sempra-wide transportation rate for electric generators in Southern California because such a rate will result in a $10.7 million subsidy from generators in Los Angeles to those in San Diego. There are significant locational differences in electric pricing and new generation is under development in San Diego even without a Sempra-wide rate. Both representatives expressed a concern as to the overall level of the increase which the Alternate would grant to PG&E as compared to the Proposed Decision ("PD") of ALJ Wetzell. Specifically, they urged that there was no evidence that the reliability which the Alternate sought to assure by giving PG&E additional funds would result therefrom. Moreover, the protective measures built into the Alternate, which were intended as safeguards against PG&E improperly utilizing the funds, in fact provided very little protection and there must be an accompanying cost-efficiency analysis rather than just an Energy Division audit. In this regard, it was pointed out that the Alternate retained the PD's findings that PG&E was a mediocre performer compared to utilities nationwide. Ms. Petrochko expressed her concerns as to how the Alternate could impact competition in the electric industry and Ms. Bennett sought clarification as to the allocation of funds in the Gas and Electric Supply Account to the distribution UCC versus the generation UCC.
