A segmented EG rate would be consistent with the two-tiered declining block rate that EG customers currently pay on the SDG&E system. If the current RLS tariff is to be eliminated, three years is the minimum time necessary to develop a new peaking service program. In response to a question about the BCAP record on which stakeholders would benefit and which would be harmed under the Sempra-Wide EG rate, Mr. Hartman provided qualitative evidence about the relative position of electric generators served by the SDG&E system compared to those served by the SoCalGas system.
